Quick Answer
As of October 2026, foreigners can create a Kakao Account with an email address or a non-Korean phone number, and KakaoTalk supports 230 country codes for SMS verification. But Melon purchases and voting still require identity verification through a Korean mobile phone.
A Kakao Account is the single login behind KakaoTalk, Melon and many other Kakao-linked services. Getting the account is rarely the problem for international K-pop fans. The wall appears later, at Korean identity verification (본인인증, bonin injeung), which on Melon is tied to a Korean mobile phone. The table below shows which step needs what, service by service, as verified on October 18, 2026.

Which K-pop services need Korean identity verification?
Only some features need a Korean phone: Melon lists purchases, album ratings, voting and 19+ content as services that require identity verification through a domestic (Korean) mobile phone. Creating the Kakao Account itself, using KakaoTalk with a foreign number and buying tickets on Melon Ticket Global do not depend on a Korean phone.
| Service / action | Korean phone needed? | What the official page says |
|---|---|---|
| Kakao Account (sign-up) | No | Sign up by verifying an email you already use; with no email, verify by SMS and create a new Kakao Mail address |
| KakaoTalk | No | Available with 230 officially registered international country codes; SMS verification on your own number |
| Melon (sign-up) | No | Korean and foreign users alike can join Melon with a Kakao Account |
| Melon purchases, album ratings, voting, 19+ content | Yes | Usable only if identity can be verified through a Korean mobile phone |
| Daum cafe with real-name verification | Depends on the cafe | Overseas foreigners can join without verification only if the cafe staff allow unverified members |
| Melon Ticket Global | No | Separate sign-up with passport name, email and password; meant for foreigners living overseas |

Can you sign up for a Kakao Account with a non-Korean phone number?
Yes. Kakao's Help Center states that KakaoTalk is available with 230 officially registered international country codes. When you register, you select your country code, type your phone number without the country code, and complete SMS verification. KakaoTalk then lets you create or connect a Kakao Account from More > Settings > Privacy > Kakao Account.
One rule matters for fans who juggle several SIM cards: according to the Kakao Help Center, each Kakao Account can be tied to only one mobile number, and each mobile number to only one Kakao Account. A second number needs a separate account with a different email address. Kakao also warns that connecting your account to a different phone number than the one originally registered can unregister you from the old setup, so change numbers only through the account's own settings.
Can you create a Kakao Account with just an email address?
A Kakao Account is email-based. Kakao's Korean Help Center explains that you can sign up by verifying an email address you already use, such as a Gmail or Outlook address, and then use that email as your Kakao Account ID. If you do not have an email address, you can complete SMS verification instead and create a new Kakao Mail address to serve as the account.
Whichever route you take, a working email address helps later: Melon Ticket Global does not use the Kakao Account at all and asks for an email address of its own, from a short list of accepted email providers.
Why did the verification text fail, and what can you do?
The most common cause is the phone carrier. Kakao's Help Center advises checking with your mobile carrier that your plan allows sending text messages and sending messages overseas, because a carrier block on outgoing or international texts can stop the verification message from going through.
- Check the number format. Select your country code from the list and enter the number without the country code.
- Ask your carrier whether outgoing SMS and international SMS are enabled on your line.
- Use the QR route on a PC. Kakao describes a manual option: scan the QR code shown on the PC screen with your phone's camera, send the pre-filled message without editing its text, then click [Confirm] on the PC.
- Stop retrying after a few attempts. Kakao states that repeated sign-up or verification attempts may restrict your use of the service.
- Contact Kakao through the Help Center's inquiry form if none of the steps work.

Can foreigners vote or buy on Melon without a Korean phone?
No, not for the features that need identity verification. The Melon customer center FAQ, dated October 5, 2022 and still live on October 18, 2026, says anyone, Korean or foreign, can sign up for Melon with a Kakao Account. The same FAQ adds that purchases, album ratings, voting and 19+ content can be used only when identity can be verified through a Korean mobile phone.
For international fans, that means a Melon account opened with a foreign number or email is useful for browsing, but fan votes on Melon and paid Melon products stay locked unless the account holder can pass Korean mobile identity verification. Voting rules for a specific event are set in that event's own notice, so read the notice before an awards season. Mnet Plus is a separate voting app outside Melon; our guide on how to vote on Mnet Plus covers that process.
Pro Tip: Be wary of offers to "rent" a Korean phone verification or to sell a verified Melon account. The verification is designed to confirm the identity of the account holder, and an account verified under someone else's name is not one you control.
Can foreigners join a Daum fan cafe that requires real-name verification?
Sometimes. Daum's customer center states that foreigners living overseas can join a cafe that normally requires real-name verification only if the cafe's staff have set the joining condition that allows members who cannot verify their identity, such as foreigners. If a cafe's joining conditions make real-name verification mandatory, joining may still be restricted.
Joining conditions are set by each cafe's staff, so read the cafe's own joining guide before applying. For how fan cafe posts and fan platform notices are organized, see how to read a K-pop fan cafe and Weverse.

Do you need a Kakao Account for Melon Ticket Global?
No. Melon Ticket Global, run by Kakao Entertainment, uses its own sign-up form: first and last name as written on your passport, an email address and a password of 8 to 20 characters. As of October 18, 2026, the sign-up page does not offer Kakao Account login, and names cannot be changed after sign-up.
| Melon Ticket Global sign-up | Requirement (as of October 18, 2026) |
|---|---|
| Name | First and last name as on your passport; cannot be changed later |
| Only gmail.com, qq.com, yahoo.co.jp, icloud.com, outlook.com and hotmail.com addresses | |
| Password | 8 to 20 characters; letters, numbers and special characters |
| Who it is for | Foreigners living overseas; users residing in Korea are directed to the Korean service |
Other concerts are sold through different global sellers. Our list of Korean concert ticket sites for foreigners explains how to find the right one for a show.
What is the minimum age for a Kakao Account?
Under Kakao's integrated terms of service, effective September 30, 2026 (announced September 14, 2026), users under 14 can join Kakao's integrated services only with the consent of a parent or other legal guardian (Article 5, paragraph 1). Fans aged 14 or older can sign up on their own, and individual services may set additional age rules, such as Melon's 19+ content.
What should you set up after your Kakao Account?
For most international fans, the next step is an official fan club membership, which is usually where presale access and fan-only notices live.
